Road closure – Upper Chalkley Lane, Horton/Hawkesbury

I am writing to update you on the closure of Upper Chalkley Lane in Horton and Hawkesbury Upton which has been in place since Thursday 21 December.

As you will be aware, we implemented an emergency road closure after identifying possible subsidence issues on the road.

We carried out an initial survey at the end of 2017 which found a more detailed technical investigation was required. This took the form of a geotechnical investigation with boreholes and a topographical survey.

We have now completed both of these activities and reviewed the results:

⦁ The geotechnical investigation concluded that the road is constructed on fill material, which is soft, sandy gravelly clay and silty clay. This soft material has become unstable in the top metre of the road surface and movement has caused cracking.
⦁ The cracking of the road surface has, in turn, allowed surface water in and this has caused further softening of the material under the road surface.
⦁ The top corner of the slope adjacent to the road surface is now unstable and can no longer support vehicles travelling over it.
⦁ The ground investigation found that the cracking to the road surface has NOT been caused by a deeper defect. This would have required a substantial retaining structure to have been constructed to support the road.

To rectify the movement which has been caused, and prevent a large slippage of the road into the adjacent field, we are planning to carry out a substantial reconstruction of the upper top metre of the road.

A reconstruction programme will now be designed by our engineers and we aim to have completed works on site within approximately 14 weeks.

To ensure we can carry out these works, and for the safety of both the public and our workers, the road will remain closed for the duration of the reconstruction. Heavy duty road closure barriers will be in place to make sure the closure is adhered to.

The closure is in place 24 hours a day. Access for residents is being maintained via the signed diversion route (see attached map for details). The road is passable to pedestrians, horse riders and cyclists.

We do understand that the closure is inconvenient and we apologise for the disruption caused. Public safety is our highest priority and we thank you for your patience.

We will update you on the progress of the works.
